Ex Wife trying to move kids out of State

My question is my husbands exwife is trying to move the kids out of state. 2 yrs ago they went thru this and the judge said no she could not do it. At the time she was not married now she is and her husband is in the military. Does she have a chance at winning this case?

Probably, somewhat better than before(her chances), but who could say for sure until the court actually rules again on the matter?
