my ex wife has prevented any contact from my kids for the past 22 years from me and my family but still wants support arrears can i terminate any parent rights and erase any arrears.?

Child support when unpaid becomes a judgment in favor of the payee, and termination of parental rights is not retroactive, so has no effect on that judgment. If she presses, you will have to pay.
