What is willful abandonment considered in the Commonwealth of Virginia? Me(step mother) and the child's father do not know where the birth mother is. I would like to legally adopt the child in question.

I would suggest that you arrange for a consultation with a local

attorney who handles adoption matters and who could advise you

in particular on a step-parent adoption and whether the facts

in your case would support a claim of abandonment of the subject child by the birth mother.
