can my employer require me to sign up for fmla when I AM WORKING fourty hours a week but my employer is sometimes requireing me to work weekends I have a doctors slip telling them I cant work more than fourty hours a week

No, no employer is entitled to require an employee "to sign up" for unpaid FMLA leave.
