Stalling return to work after medical certification for return was delivered

Is it legal for a company to continue (stalling by not communicating when repeted questions regarding benefits and FMLA leave and return to work staus are not answered or even addressed with excuse of people were out importent to assessment) FMLA time for additional 5-6 wks and not allow you to return to work after required Dr.'s note and certification for fitness for duty was given and then request another medical evaluation by company paid health care provider for return to work status certification just in time for your FMLA to run out 3 days before end of year?
