Legal Question in Federal Tort Claims in Virginia

delivery theft

I have ordered several high price items online and had them sent to my house. On several occasions the delivery company has sent the items to the wrong address (there is an address similar to mine around the block). Each time the shipper has refunded my money or resent the item, but the person at this other address keeps the items that were sent to them. The address and the name on the label are mine, so the person must know that the item is not for them yet they never notify the delivery agent or myself. I know the items have been shipped to this other address becasue the delivery agent has told me that they though their house was my house and thats were the item was delivered.

I assume there is nothing I can do to address this with this person, but was still curious since this is becoming very annoying and time consuming.

Why, of course, you can do something, beginning with sending a letter, putting this person on notice that you are aware of what has apparently been happening and that in the future you will expect all such "misdeliveries" to be promptly delivered into your possession or that you may have to file a warrant in detinue in the local general district court for the return of your property.

Then do exactly that if the problem continues to persist.
