Legal Question in Federal Tort Claims in Virginia

Federal Tort Claim Act

I have been denied a claim that I filed with the dept. of veterans affairs against the Huntington VA Medical Center in Huntington, WV. I have no lawyer. Thery are telling me that I have to file suit with FTCA, sections 1346(b) and 2671-2680, title 28. I need and address where I can file this suit. Can you help me? Thank you
