how can I add a new claim to a case which has been ruled by a court?

If the matter has already been formally adjudicated by a court, you cannot now

"add a new claim" to what has already been decided. You could, however, possibly file a new case for such a claim unless such action were precluded under the legal doctrines of res judicata, collateral estoppel, the statute of limitations or, perhaps, other legal barriers that might prevent the filing of such a new case.
