Legal Question in Civil Litigation in Virginia
I borrowed $200 from my brother-in-law and left my grandfathers $5500 shotgun as collateral. I thought I would be able to pay back within a few months but it was almost 8 mos before I went to pay back the money, he would not return the gun and said he would give back in a year. I waited 2 years and asked for the gun back again. He said "no" he was keeping it a bit longer.
What are my rights and how do I go about getting my gun back?

The first question is do you want the gun or its value. I would go to General District Court (or small claims court) and sue for the return of the gun or its value. I suspect that he will return the gun when he is served.
