Legal Question in Civil Litigation in Virginia

I bought an unfinished motorcycle from a gentleman with terms on him completing the motorcycle for an extra $300. I have the title but he is refusing to complete the bike and going back on the arrangement. Ha has had the motorcycle in the shop for more than 6 mos. Is there any legal action I can do to have my money refunded to me?

Yes; you could sue this reneger in your local small claims court for $300 + court costs.
