Legal Question in Civil Litigation in Virginia

I believe my car was illegally towed. Recently my girlfriend borrowed my car because her's wasn't working. She parked it on her apartment complex where there is no towing. Her lease indicated that there will be no parking permits as well as no towing. the company doesn't have assigned spots or even white lines that divide parking spots for that matter. The company never asks residents what cars they have and guests are more than welcome to park. One day a neighbor sees a sticker on the car that belonged to another apartment complex and he thinks that this person had parked the car there and wasn't a resident (which even if ti was the case, it would be legal) and alarms the manager and the manager calls the towing company. My car gets towed and when I went to the police they told me that it was a private property and a civil matter. they couldn't do anything about it.When I went the manager and she investigates the matter and tells me that the person apparently lied. he told the manager that he had contacted me and and I told him that I wouldn't move. He then apologized and and he was going to [ay me back, but then dissapeared and will not return and phone calls and/or emails. please help!

Since your recourse for this unhappy event would appear to be against the neighbor who now apparently has disappeared, you will now need to obtain a current address for him where he can be served with papers if you decide to sue him for your damages(losses) in your local small claims court.
