Legal Question in Civil Litigation in Virginia

My case against RRHA here in the city of Richmond, Va was dismissed with prejudice but I was ordered to pay the court cost in my rent. Who wins if the case is dismissed with prejudice, and shouldn't I be refunded?

If you were the plaintiff in the case and the housing authority(RRHA) was the defendant and the case was dismissed with prejudice(cannot be brought again), then RRHA won and you lost which is apparently why the court ordered you to pay court costs.

And, if the above is true, then, no, you should not be refunded anything.
