Condo association liability

I'm being harrased by a neighboring condominium owner. The association board has been made aware of the continuing problem. This person continually violates conditions of the condo agreement. I've contacted the police, but they can do nothing until a ''criminal act'' has taken place. Can I sue the association if I'm harmed or my property is damaged by this individual?

Certainly, you could sue any individual who damages your property; the liability of the association would be less clear.
