Family member owes me money

Lent my brother-in-law 13000.00 and a cell phone. He left town and has not paid me. Will not call me back and is not paying the bills. What are my options. Not sure suing would work as I'm not sure I would ever collect. Is there a judgement I can put on him, a garnishment to wages or a lien on any of his property. Just need someone to point me in the right direction.

You must first sue him in the general district court in order to obtain a judgment in order to effect the other remedies which you've mentioned, e.g., lien on property, wage garnishment, levy on bank account(which you did not mention),etc. None of these aforementioned collection remedies can be put in place without first initiating a lawsuit and obtaining a judgment against your debtor brother-in-law.
