Legal Question in Civil Litigation in Virginia

I have to file a Bill of Particulars or Grounds Of Defence; I have a past due on my HOA but

they are charging me like 60% more in late fees and attorney, I call many time them asking for a break and never got an answer since ither the person they asigned to me was out of town or not return my calls. How can I be charge fearly and not with those exesive fees?;what to present with this document or I have to wait for the trial date for them?

with this exercise (drafting BOP and GOD) in order to give you some chance of

prevailing in this matter which otherwise you will be unlikely to have
