Legal Question in Civil Litigation in Virginia
I would like to know if I can file a petition to ask a judge to declare a fee initiated by the county I live in to be illegal? If so, which court division should I file it in?

Without first consulting with a local attorney who (at least
somewhat) practices in the area involving your fee, e.g. public utility
regulation, land use and zoning, traffic enforcement, public easements,
business and other licenses, etc.,you're likely merely wasting your time (and possibly that of the court that might be involved).
