Legal Question in Civil Litigation in Virginia

hi i had a friend we been friends for a while i started knowing about him. we both were interested in each other but with the passsage of time i find out that he is not a good person. he hang out with the other girls also. he ask me for money to me to bills and alot of other things and never gives me back. he was just using me. he was also taping the conversation we both use to have. now when i told him i dont wants to be with you anymore. he started threatning me. he calls me at my work no whole day long. i went back home and got engaged with other guy known by my family very well. after i came back since that time he calls at home whole night. threats me he gave my no to whole alot of other ppl. i contact police one time and change my phone no also. officer called him. after that he stopped for a while about couple of months but he now started again on calling new no that he got from somewhere. he leave threatning notes on my car. i need help what i should do because i am going to get married and that ex friend is creating so many problems.what should i got to legally stop him for the rest of life?i dont know which it falls under.
