Legal Question in Civil Litigation in Virginia

fugitive file

this is for my spouse. he was suppose to appear in court for the charge of contaminating waters, he previously told the judge he could not get the boat up, the judge insisted that he do it anyways. so the next court day he didn't show up because he moved. the case says finalized, but with a fugitive file on it. What should he do?
