Legal Question in Civil Litigation in Virginia

a neighbor down the road has been driving up and the our street yelling,cursing,he will stop in front of our house,our neighbors house,lay on the horn and yell out curse words.we have called the police several times,the neighbors have called the police,they say they can't do anything about it.we talked about a restraining order,the police said it's no such thing in virginia.what can we do when the police won't do anything?we have children,do we pray he don't start cursing,yelling (or get agressive)with them?

I know of no particular legal remedy for the kind of unneighborly conduct which you've described.
