Neighbor who is claiming covenants are not adhered to equally and claims to have been singled out for being out of compliance. How can we get him to stop harassing the BOD and CC members of the HOA?

You probably can't if he's a legitimate member of the HOA, and is not using the wires to send threatening messages.
