Legal Question in Civil Litigation in Virginia

I interview with a company in San Fransico, I am from Virginia. They called while I was out there for other interviews and asked me to extend my stay to interview with them. They paid for the plane ticket home (through their account) and set me up in a hotel that they said I would be reimbursed for. I left the interview and the bill and was told I would receive the check in 2-3 weeks. It's 2 months and countless "excuse" emails on their part and no check so far.

Can I take legal action in Virginia or do I have to take action in Ca?

Most likely California, to have any chance of success (in my opinion).
