jet ski bought from private individual

How long is a seller required to transfer the title to a jet-ski? I have a bill of sale showing I purchased the jet-ski, but the seller is being slow about relinquishing the title.

There's no specific length of time that's required. But if you've actually bought the thing, and paid for it, you're entitled to the title immediately. Are you sure the seller has the title? Maybe they've sold the thing to other people too. Maybe it's stolen. I'd go to the DMV and find out - take along the bill of sale and complete information about both the vehicle and the seller. Then you may need to file suit (and/or criminal charges) against the seller. If everything's otherwise ok, the DMV could issue you a new title on the basis of your bill of sale. Go and check.
