Liability for Sewage Seepage Damages

My neighbor's sewer line backflowed into his townhome, and subsequently seeped into my basement from under the wall separating our townhomes. This occured several times as he attempted a repair. Finally, a camera inspection revealed that the line was broken. I complained to the county who had him repair the broken line. Is he liable for my damages. There are indications that he may have thrown paper towel down the sewer line.

Yes, he might be, or maybe not; more information is obviously required in order to make a reasonable judgment regarding this issue of your neighbor's

possible liability for a broken sewer line which ended up apparently conducing some seepage into the basement of your townhome.
