Legal Question in Civil Litigation in Virginia

I loan someone money last August and October, this person promised me my money back six months after I loan it to them. Now this person is refusing to give me my money back. I also recently received an email with this person saying that he owes me the money. Did this person and I have a verbal agreement? Could this agreement hold in court? What can legally be done to this person so I can receive my money back?

Yes, apparently, so.

Yes, quite possibly, so (if you can prove it).

Sue the SOB in your local small claims court for the amount owed(if $5K or less) + costs.
