If a neighbors animal comes on my property and my dog hurts or kills it am I r@esponsible

Yes, depending upon all the relevant facts in the matter, you might be held responsible (my opinion) for the loss of this neighbor's personal property, i.e., the fair market value of this particular animal at the time it perished within the jaws of your dog.
