Legal Question in Civil Litigation in Virginia

i went to a neighbour that had a car for sale for $2000.I had paid half and when I went to pay the other half to get the car he told me he pawned the car title.I told him he can do whatever he wants with his car but i want my money back.It's been 1 month and I keep getting excuse after excuse.I want to call the police but I don't know if they can do anything?What can I do to get this money back.

No, the cops will not get involved in this matter which is clearly of a civil rather than criminal nature. Your remedy under these facts is likely to file a case against this person in small claims court for $2k plus costs(of filing).
