Legal Question in Civil Litigation in Virginia

I must obtain a VA drivers Lic. I must first get my birth cert from Fla, then change my name.

My birth name is Amanda Lynn Guthrie. I want to be Lindsay Ann Ford (or Anne)

I have no money because I can't get a job or get there if I do.

The name change request is because of being abandoned at birth. My birth father is in jail and my birth mother is on drugs.
