Legal Question in Civil Litigation in Virginia

I paid cash for a van at a dealership on Nov-4-2009 I still do not have a title. I have asked for my money back and was told no what can I do? They have given me 3 sets of 30 day tags

So, what's preventing the dealership from getting a duplicate title

from the DMV (assuming that they own the car)?

You may have to sue them for your damages if they cannot come

up with the title for the vehicle and continue to refuse to refund

your purchase price.
