Does ex pired safety inspection constitute a vehicle as being inoperable

I had my vehicle impounded as being in violation of city code because the safety inspection was expired. The vehicle was fully operational, insured and licensed at all times. I simply choose not to drive it off my property.

More information required as to the exact local ordinance under which this vehicle was impounded, but, if in fact it was wrongfully removed from your private property and impounded, you could possibly have it returned to you by filing a warrant in detinue against the municipality in the local general district court.
