Please explain filing a claim and serving one when it becomes close to the statue?

If I understand your question, the statute of limitations is about to run on your claim, so you need to file to avoid losing your right to make the claim. In Virginia, filing satisfies the limitation, even if service is not made for some time thereafter. This, it is possible that a defendant thinks he's free of the claim but is still exposed.
