at what point is it crimal not civil

When a person owes alot of people money for rent, four different landlords. What point does it become crimmal for signing contracts and not paying. If you sign bad checks they can come after you.

Yes, checks that bounce (especially those that bounce repeatedly and are not made good) can be referred for criminal prosecution.
