Can a private, parking lot company issue "parking tickets"? There is no notice of such actions, just a sign saying that cars may be towed. If so, how enforceable is it?

Is the threat of towing enforceable? Yes, of course, if it's private property.

What about these alleged "parking tickets"? No, not likely.
