Legal Question in Civil Litigation in Virginia
I have been served a civil claim for a 1990 Honda Accord that failed to work properly within 48 hours of the sale. The claim is in the amount of $2056.00. To the best of my knowledge the cause of malfunction is a timing belt that needs replacing and also a starter. On the day of the sale the vehicle received a state inspection. The sale occured in Virginia. It is my understanding that the used car sale was completed "as is." Should I consider legal counsel and, if so, can I demand that the plaintiff pays for the costs.

It's not clear from your question as to your status as the seller, i.e., whether
you're a used car dealer or a private seller. However, irrespective of your status, you would seem well advised to at least consult with an attorney as to how
you might best defend against the claims of this plaintiff.
You could only get attorneys fees if you prevailed in the matter and the purchase agreement allowed for such as part of your damages in the case.
