Shopping Cart Damage

My van was damaged by a shopping cart that the wind blew out of a ''cart corral''. The cart corral was stationed on top of a hill. I have a witness that watched the cart blow out of the corral and slam in to my car. The insurance company for the supermarket initially told me they would pay my claim, only to back out and say they won't cover the claim.

What are my chances of winning in small claims court? Should I seek legal help? Thanks in advance

Yes, small claims court is the place to go with this matter. The supermarket is responsible for

taking reasonable measures to ensure that grocery carts don't break loose in the manner that you have described.
