If i sold a car and signed the title over to the person but the person never took the title and put the car in their name is the person whos name is still on the title thereafter still liable?

The person to whom you sold this car and to whom you signed over the title

should be responsible for whatever then allegedly occurs afterwards involving

this vehicle and the owner of this vehicle.
