Legal Question in Civil Litigation in Virginia

my son was kiced out of day care for biteing another child.the other child is 2 years old and my son is 1 years old. the other child has picked on my son in the past the daycare assined a person to watch over my son.in the past he has come home with bloody lip, nose, a bruses on he's head. the grandmother of the other child told the person that runs the daycare that she dosint want her granddoughter in the same room with my son. my consern is the other child is afercan/american
disent. why is my child being punished for this but the other child still go's there? this has coused an upset in are lives we have done all that we could to take care of the problum. are son has been corrected on. not to bite. and when he is home he dosint bite only if he is being pushed,bullied,his space invaded.why?
