water ponding on another's property.

When your neighbor dams a creek and causes the water to back up, causing the water to be so bad it ponds over on another , is this agaisnt the law.

It's not "against the law" in the sense of a criminal offense; it is, however, a "private nuisance" which you could file suit to enjoin. You'd need to file a bill of complaint in the chancery division of your local circuit court asking for an injunction ordering the neighbor to stop watering your yard.
