Legal Question in Civil Litigation in Virginia

I was wondering if a Magistrate lies to a person about filing charges and does not file charges as the person requested can a complaint be filed against the Magistrate? Can the person still press charges against the person against the person who he or she intended on doing even if the limitation law has been enforced?

Your question makes little sense, i.e., why would a magistrate

have any reason to lie as to whether criminal charges were filed which you

had requested? (If there was no probable cause in his estimate for these charges, he would simply tell you and have no reason

to lie about it.)
