3 years rule for citizenship

who are eligilble to use the 3 years rule for citizenship, does it only apply for spouses? because i was petitioned by my step father who is a US citizen. and ive been here for three years now. can i use the 3 years rule for citizenship?

Only if you marry U.S. citizen; otherwise you must await the expiration of the five years from the date you received your lawful permanent residency status.
