adopt my younger brother
My 15 years old brother is in the US w/ a F-1 student visa attending a private school. I am 33 and a US citizen, can I adopt him and then apply him to become a legal permanent resident?

Adopt him for what reason, he's already your brother(without making him your son)? And under family reunification, you can still sponsor him as a brother for lawful permanent residency.
