My friend told me that you can't go to college without being a legal residence of the U.S. Like you need a social security card. Is this true?

Yes, it's true that if you're an alien and wish to come to the U.S. to study at a college or university, you must have applied for and received the required visa(normally F-1)and submitted the other required papers to the school in which you intend to enroll. However, this has nothing to do with applying to become a lawful permanent resident of the United States(a separate and distinct process) nor do you need a social security number unless you intend to pursue part time employment under the required rules while pursuing your course of studies.
