how can foreign nationals do summer work in the U. S.
A French college student would like to come to the U.S. for the summer to work and to learn English. Is any sort of permit required? Is it legally possible to do baby-sitting/nanny work and be paid cash and living expenses on a tourist visa?

No, such activity as described would clearly violate U.S. immigration laws.
