H1B change in job title within same organization

I understand that H1B visas are employer specific. Are they also job specific? After my H1B petition was approved, I was transfered to a different department and given a pay raise in the same organization. When I left the US to get the H1B visa stamped at a US consulate, I was temporarily refused under Sec 221g. I assume its because the job titles in the visa application form and the petition did not match. The petition was then returned to the USCIS for review. I noticed that the Service center they are returning it for review is not the same service center that approved the petition. What exactly is the consulate/USCIS looking for and how much time does it normally take to resolve this type of situation?

Why not ask the folks who are in the know (or who should be) at the consulate? (If the jobs are at least of a somewhat similar nature, this should not be the reason for the refusal.)
