Yes, H1B/H4 visa holders have the advantage of what's known as "dual intent" (unlike other nonimmigrant visa categories)which means that such visa holders can have the intent of coming to the U.S. temporarily but at the same time reserving the option of applying for lawful permanent resident(green card) status while here as H1B/H4 visa holders.
