About 4 months ago made a business arrangement with someone to take a car overseas for me, the car has still not been delivered over seas, after numerous attempts for this person to take responsability, I found out that she is an illegal immigrant. Is it against the law in Virginia to verbally threat a person of reporting them so they can get deported. Any insite on this matter would be helpful. Thanks.

It is unlikely that this car will ever be delivered "overseas" by the person with whom you contracted to do it, and therefore you may have a valid basis to sue this person for breach of contract or, perhaps, even fraud in the appropriate state court.

However, threatening to report this person's alleged illegal immigration status to the authorities(even though it may be quite legal)is unlikely to prove a remedy that will avail you much of anything(in my opinion).
