what do i need to do i need to fill out or do to get my husband to visit and start working on his paper work to come to america???

You could file the I-130 petition in your husband's behalf to secure a so-called "green card" for him based upon family reunification to permit him to come to the U.S. as a lawful permanent resident(LPR). Your husband could also apply for a non-immigrant visitor's visa at any U.S. embassy or consulate
in the country where he currently resides. (The U.S. authorities there will have to be convinced that he has the means as well as the intent to return to his country before they will issue such a visitor's visa.)
