if a person gets convicted and gets a misdemeanor for theft and he is a permanent resident can he get deported?

Yes, theft or larceny is a so-called CIMT (crime involving moral turpitude)
and a conviction for such can form the basis for removal proceedings against a lawful permanent resident.
