Legal Question in Immigration Law in Virginia

someone used to live in the states for 8-9 years, and received a work permit. They left the country and have stayed outside of the U.S. for five years because of family problems. they now want to return to the U.S. but their work permit, visa, and travel documents are all expired. What can they do to return? What is the best thing to do? what is the process?

I would need to know what you mean by "work permit". Do you mean an H-1B visa? OPT for an F-1 student? U.S. legal permanent residency?

In general, they would need to be petitioned all over again for whatever status they had before,
