practice law in Virgina just DC. His last email was accusatory and

Re: need help

Since immigration law is federal law, as long as

a lawyer is licensed to practice law in the highest court of at least one U.S. jurisdiction, that's sufficient for him or her to practice immigration law.

In the situation described in your question, the lawyer did not need a Virginia law license to practice immigration law if he was licensed in DC.
