Legal Question in Immigration Law in Virginia

My wife's K3 Visa expired while on a family emergency, the embassy told me to file the I-824 b/c her I-130 is approved...and this would make it so she could go through counselor svcs...instead of adjustment of statue. Is this correct? Secondly my wife just got approved for a 10 year visa for the US for travel...even though she has a I130 on file....we have been married for over five years..Can I just file the I-485 while she is here on visit...then she just will not leave.....I told her not to use the tourist visa, b/c I did not want her to jeapordize her citizenship....She even told the US consulate the truth and they still gave her the travel visa....So can she adjust on this since she is married to me...and we have an approved I-130? Common sense says this is not legal to me...
